MNE Youth against Hate Speech

Project MNE Youth against Hate Speech aims to increase the knowledge and skills of young people in Montenegro on the importance and significance of human rights with special emphasis on the rights of the Roma community, anti-discrimination policies, as well as the dangers of hate speech, offering funds to develop counter-narratives aimed at combating this phenomenon.

The project was implemented through three modules:

• Module I - Training on human rights and hate speech. During the first module, participants had the opportunity to learn about the origin, development, and division of human rights, human rights protection mechanisms, the rights of the Roma community in Montenegro, as well as what is hate speech, how to recognize it, how to fight hate speech, etc. Also, during this module, participants had the opportunity to get acquainted with the work of the Council of Europe Programme Office in Podgorica, the Action Plan for Young Roma, and the No Hate Speech campaign. The training was organized from February 11 to 13, 2021 in Podgorica.

• Module II - Media Literacy Training. During the second module, participants had the opportunity to learn about media literacy, but also freedom of expression and freedom of media in Montenegro, how to differentiate fake news, clickbait news. Also, participants had the opportunity to analyze media texts of hate speech about the Roma community, especially during the COVID-19 epidemic in Montenegro. During this module, participants had the opportunity to develop skills in the field of PR, public speaking, campaign creation, etc. The training was organized from February 19 to 21, 2021 in Podgorica.

• Module III - #REspect campaigns on social networks, where students created video material (podcasts, vlogs, storytelling, etc.) on hate speech and human rights of marginalized groups with special emphasis on the Roma and Egyptian communities in Montenegro. The campaign was promoted on social networks and media in Montenegro.

The project MNE Youth against Hate Speech, which was implemented from the beginning of July 2020 until the end of February 2021, is supported through the action Promotion of Diversity and Equality in Montenegro, which is part of the joint regional program of the European Union and the Council of Europe - Horizontal Facility II for the Western Balkans and Turkey 2019-2022.
