Letter to the Municipality of Tivat to participate in the budget proposal drafting: Urgently resolve the housing issue of families Roma and Egyptian community in the 7 July settlement

The NGO Young Roma sent a letter to the Municipality of Tivat to participate in the drafting of the budget proposal.
Although the budget for the following year is aimed at stabilization and savings, the NGO Young Roma hopes that the Municipality will have an understanding for members of the Roma and Egyptian community in Tivat.
The NGO Young Roma expects that the Municipality will continue to implement the programs and measures envisaged by the previous governing structure, but also approach resolving those issues that previous structure did not address at all, bearing in mind that the Municipality of Tivat along with the Council of Europe and Ministry of Human and Minority Rights signed a Memorandum of Cooperation on the ROMACTED program - the joint initiative of the European Commission and the Council of Europe, aimed at providing a framework for cooperation between the parties and promoting good governance and Roma empowering at the local level.
The letter to the Municipality states that one of the burning issues that need to be addressed urgently is resolving the housing issue of 35 families Roma and Egyptian community, who live in unconditional barracks in the privately owned 7 July informal settlement.
The NGO Young Roma mentioned that the Municipality of Tivat included the improvement of the quality and living conditions in the informal settlements of the Roma community in 7 July and Lovanja, by building collective and individual housing facilities and adapting the existing ones as one of the measures in the field of housing in the Local Action Plan for the Inclusion of Roma and Egyptians 2017-2021.
NGO Young Roma reminded that four four Roma families who lived in barracks in the settlement 7 Jul, during 2017 got apartments whose construction was financed by the Ministry of Foreign Affairs of the Federal Republic of Germany and the German humanitarian organization HELP-HILFE zur Selbsthilfe ev. but apart from this project there were no measures to improve housing which have been put into action.
In the past year, the budget of the Municipality of Tivat for solving the housing issues of the Roma community planned 500 thousand Euros, which were not realized. NGO Young Roma suggested that the mentioned funds can be planned for 2021 as well.
The NGO Young Roma is convinced that the new leadership of the Municipality, from which this organization has high expectations, will have asensibility towards the Roma and Egyptian community, especially in the field of housing, given that most employees are utility workers who are useful members of society.
