Parliamentary debate on the Faculty of Law in Podgorica

In the framework of the project "United we reach more- Voice to students, support to workers!", a simulation of parliamentary debate was organized on March 23 at the Faculty of Law in Podgorica. The simulation at the Faculty of Law followed after training on parliamentary debates in Petrovac and after two simulations at the Faculty of Political Science. Parliamentary debate was attended by students from Roma and majority population who participated in student activism program "Voice to students".

The aim of this event is to develop rhetorical skills and improve public appearance, in order to effectively influence public policies and decision-making process, and therefore to promote public activism of youth in Montenegro.

Work at Faculty of Law involved brainstorming games that encourage creativity, motivation, interaction, and the simulation of parliamentary debate itself. Participants were already divided in previous parliamentary debate into teams - fictional parties. The names of fictional political parties are: Social Democratic Idea, People's Justice, Side by Side, and the United Social Democratic Party. The parties had task to design their programs in order to differ from others, and by which they would be guided in discussion of the Law and while proposing amendments. In addition to four parties, certain participants represented members of Parliament group consisting of three independent members.

Participants discussed and proposed amendments to the Law on the Election of Councilors and Members of Parliament. Amendments proposed by parties as well as independent members referred to the updating of the electoral list, polling stations with focus on accessibility to persons with disabilities, the election of representatives of minority people, electoral lists, electoral lists that must contain a certain percentage of women, etc.

The training ended with the awarding of prizes. Prizes were awarded for the best speaker, the best negotiator, the best leader and the best team. Simulation of parliamentary debate will continue at the Faculty of Law on April 7th, and the final simulation is scheduled for April 8th, in the Parliament of Montenegro.
