Training on political system of Montenegro and public policies

In the framework of the project "United we reach more- Voice to students, support to workers!", second training on political system of Montenegro and public policies was held at hotel Palas in Petrovac, from 2th to 4th November. After training on democracy and human rights, which was organized in October, this training is a continuation of student activism program "VOICE TO STUDENTS". The overall objective of project is support to protection of social, economic and political rights of Roma and non Roma in Montenegro through capacity building and unionization. Considering that specific objective of project is enhanced involvement of young Roma and student population in shaping the political and public life in Montenegro, topics on training were actually political system of Montenegro and public policies.
This event in Petrovac brought together 24 participants, students and activists, representatives of both Roma and majority population. The purpose of training is to educate participants on topics related to political system of Montenegro and public policies related to issues of the highest importance to young people generally, all with the aim of gaining a chance to participate and create public policies, especially public policy on Roma integration.
During the three-day training, trainers were dr. Miloš Bešić, professor at the Belgrade Faculty of Political Sciences and dr. Dušan Vučićević, professor at the Belgrade Faculty of Political Science. The program prepared by trainers included education on political system of Montenegro: Historical development, branches of power, electoral and party system, political structures, recognition of the identity and ideology of political parties, comparisons of the identity of political parties with identified needs of Roma. Issues of relevance were also public policies such as employment, information, education, health and social protection, analysis of public policies. Participants and trainers together analyzed key obstacles and problems of implementation of public policies, and they were introduced with methods and models of monitoring them, as well as techniques for creating public policy at local and national level in the field of Roma integration. Participants had opportunity to listen to specificities of Montenegrin party system and actively engage in discussion, as well as to ask questions. Also, special attention was devoted to representation of women and minorities on Montenegrin political scene. Participants believe that information and techniques they have adopted at training will be used for further education, in order to improve personal awareness and knowledge, as well as concrete public policy planning in some of socially important topics.
During continuation of project, in the following period, training on public relations and relevant aspects of public appearence is planned, as well as simulation of parliamentary debates.
