Meeting of CSOs dealing with inteGRATION OF Roma and Egyptians

grupna 2014-09-02Young Roma organized a meeting of non-governmental organizations dealing with the integration of Roma and Egyptians in Montenegro. The meeting was held on Tuesday, 02 September 2014 at the office of the NGO Young Roma in Podgorica.

It aimed at informing the representatives of these organizations about the upcoming public hearing on amendments to the Law on Minority Rights and Freedoms, as well as to encourage exchange of information on activities and projects in the field of Roma integration.

The meeting was attended by: Fatima Naza (Centre for Roma Initiatives, Niksic) Ivan Toskić (Democratic Roma Centre), Milan Radović (Civic Alliance), Veselj Beganaj (Coalition of NGO "Roma Circle"), Elvis Beriša (Phiren Amenca), Mirsad Muratović (Roma Hope), Marija Vuksanović (CEDEM), Mladenka Tešić (EU Delegation), Barbara Rotovnik (EU Delegation), Samir Jaha (Young Roma), Dženita Brčvak (Young Roma) and Saša Pavićević (Young Roma).

The main topic of the meeting was to discuss the Law on Amendments to the Law on Minority Rights and Freedoms. Participants expressed concern regarding the real changes these amendments will bring, given the draft text. Participants made some joint recommendations:

  1. Board of Directors of the Fund, instead of the existing 14, should be composed of five members, with restriction to the representatives of national councils, in order to avoid conflicts of interest;
  2. Commission for the Allocation of Funds should be elected on the basis of a public announcement,while its members should be independent experts with precisely prescribed qualifications. The Commission will be required to provide all applicants with scorecard, as well as the possible reasons for the refusal. 

The basis for the recommendations are found in the judgments of the Administrative Court, as well as in the report of the State Audit Institution, which pointed out the flaws and irregularities in the functioning of the Fund.

The meeting delegates were also informed on the 27th session of the International Steering Committee of the Decade, which will be held 29 - 30 September in Sarajevo. Young Roma presented the tentative agenda, while representatives of Roma NGOs were invited to send a letter of interest if they want to participate in this meeting. Young Roma as Decade Focak Point  Montenegro is responsible to organize and finance the participation of representatives of the Roma community.
